This is an interesting question. Under our system of Government, Congress has the duty to approve the budget. As a courtesy to the sitting President, Congress allows the President to go first in suggesting projects to be funded. In the end, the Congress must approve the budget whoever suggests individual projects.
The real problem is that the Congressional Democrats are not screeming about the obvious inconsistence in Rep. Rogers position. If the Dems screemed loud enough, Rep. Rogers would be exposed as a fraud and his suggested projects would be taken out of the budget. In actuality, the Dems also have inseerted projects into the budget, and a quid pro quo emerges along gthe lines of “you scratch my back and I’ll scratch your back”.. The only way to stop the two party fraud is to throw all the bums out irrespective of party.

Oh, yeah: this particular malefactor is of the GOP, but the Dems have had lots of this kind of corruption—Charlie Rangel is a recent example, and John Murtha was on a par with this guy.
