The President-Elect now has a Web site, Change.gov, to inform the public and to collect ideas and suggestions from the public. Good idea. I hope that you will join me in recommending that the IRS use Benford’s Law (PDF) to develop an algorithm for finding falsified tax returns. It would be a very easy algorithm to write: just a counting routine (count of first digits (high-order digits) of numbers submitted, count of second digits, count of third digits, and that’s probably enough). More on Benford’s Law in this Wikipedia article.
