Creating incentives for bad behavior

As a joke, we used to consider the idea of paying a QA inspector on the basis of number of items that passed inspection and speculate on how rapidly quality would fall.

That’s more or less what the New Orleans Saints and New Mexico police are doing:

  1. One, and only one, city police officer in the Valley (Phoenix metro area) has shot to death 11 people. Cash bounties are not given here, but police officers who kill someone are put on paid leave called Administrative Leave. I’m not sure for how long a time; perhaps it varies while the incident is investigated and settled. With this particular officer, his city has had to pay some pretty steep money amounts to some of his victims’ families.
