Why do Trump’s appointees continually contradict him?

Trump said quite clearly that the deportation of illegal immigrants would be a military operation:

“We’re getting really bad dudes out of this country,” he said at a meeting with manufacturing CEOs. “And at a rate nobody has ever seen before. And they’re the bad ones. And it’s a military operation.”

But then John Kelly, Secretary of the Department of Homeland Security, contradicted Trump:

“There will be no, no use of military force in immigration,” Kelly said.

Who the hell is in charge? Trump said that all deportees would be sent to Mexico, including those who are not Mexican citizens. Then Secretary of State Rex Tillerson meets with Mexico and contradicts that, even saying that (contrary to Trump’s promise) that there would be no mass deportations.

Is it too much to expect that Trump and his cabinet would be in agreement? Apparently so.
